MARPOL 73/78 Annexes Explained
A detailed overview of the International Convention for the Prevention of Pollution from Ships.
Annex I: Regulations for the Prevention of Pollution by Oil

This annex covers the prevention of pollution by oil from operational measures as well as from accidental discharges. It mandates specific equipment, procedures, and record-keeping.

Key Requirements & Points:

  • Mandatory Oil Record Book (Part I & II).
  • Requires Oil Filtering Equipment (OWS) and 15 ppm alarm.
  • Defines 'Special Areas' with stricter discharge regulations.
  • Shipboard Oil Pollution Emergency Plan (SOPEP) is mandatory.
  • Concerns both cargo (for tankers) and machinery space bilges (for all ships).
Annex II: Regulations for the Control of Pollution by Noxious Liquid Substances in Bulk

Details the discharge criteria and measures for the control of pollution by noxious liquid substances (NLS) carried in bulk, primarily by chemical tankers.

Key Requirements & Points:

  • Categorizes substances into X, Y, Z, and OS (Other Substances).
  • Mandates a Procedures and Arrangements (P&A) Manual approved by the administration.
  • Strict discharge provisions based on substance category and location.
  • Requires efficient stripping systems to minimize cargo residues.
Annex III: Prevention of Pollution by Harmful Substances Carried by Sea in Packaged Form

Contains general requirements for the issuing of detailed standards on packing, marking, labelling, documentation, stowage, quantity limitations, exceptions and notifications.

Key Requirements & Points:

  • Closely linked with the International Maritime Dangerous Goods (IMDG) Code.
  • Requires clear marking and labeling of packages containing harmful substances.
  • Proper documentation (shipping papers) is mandatory.
  • Focuses on preventing pollution from packaged goods lost overboard.
Annex IV: Prevention of Pollution by Sewage from Ships

Establishes requirements to control pollution of the sea by sewage from ships.

Key Requirements & Points:

  • Applies to ships on international voyages of 400 GT and above or certified to carry more than 15 persons.
  • Requires ships to be equipped with either a sewage treatment plant, a sewage comminuting and disinfecting system, or a holding tank.
  • Specifies strict discharge regulations based on distance from land and whether the sewage is treated.
Annex V: Prevention of Pollution by Garbage from Ships

Deals with different types of garbage and specifies the distances from land and the manner in which they may be disposed of. The regulations also oblige Governments to ensure the provision of adequate reception facilities at ports and terminals.

Key Requirements & Points:

  • Complete ban on the disposal of all plastics into the sea.
  • Defines 'Special Areas' with more stringent garbage disposal rules.
  • Requires a Garbage Management Plan and a Garbage Record Book for ships of 100 GT and above and ships certified to carry 15 or more persons.
  • Mandates placards to notify crew and passengers of disposal requirements.
Annex VI: Prevention of Air Pollution from Ships

Sets limits on Sulphur oxide (SOx) and Nitrogen oxide (NOx) emissions from ship exhausts and prohibits deliberate emissions of ozone-depleting substances. Also addresses ship energy efficiency.

Key Requirements & Points:

  • Global sulphur cap (e.g., 0.50% m/m).
  • Designates Emission Control Areas (ECAs) with even stricter limits on SOx and NOx.
  • Regulates ozone-depleting substances and volatile organic compounds (VOCs).
  • Introduces energy efficiency standards: EEDI (for new ships), EEXI (for existing ships), and CII (operational carbon intensity).
